[Help] - weird hard drive detection behavior

Ok here is something very odd. I just baught a new samsung 120gig harddrive to use along with my 120 western digital drive. Now i wanted to install windows on the samsung (master) and have my western drive be the slave with music and such on it. well if both drives are cable select they would not be detected if the samsung was the master and western the slave but if it was the other way around it ran perfectly... So right now i have it setup so the samsung is (master only, no slave) pin setting and the western is cable select. this is the only method i could get to work so the samsung is detected as master and western is slave.

well so after i turn off my PC and then turn it back it it does not detect my slave western drive. However after my system boots up and i restart it, it detects the western drive just fine. This can be consistaly repeated...

why would this be? im searching for an explanation more than anything i guess...
