USMT: Excluding a folder

Hello,

I"m trying to exclude the program files folder and the windows folder using delfiles in a [copy this state] but files from both of these folders are still being copied. I just started using USMT and I am wondering if there is a rule somewhere that could be overwriting mine.

[copy this state]

delfiles=program files

[program files]

dir=C:\program files

dir=C:\program file\*

dir=C:\windows

dir=C:\windows\*

scanstate \\destination /user:userid /localonly /i:migfiles.inf /i:migapp.inf /i:miguser.inf /i:sysfiles.inf /i:migsys.inf /v:15 /f /s /x /c

That is the rule and run command I am using. migfiles.inf is a file I created that contains this rule. Can anyone help me with this.
