I am a trying to help someone who has the following error message on start up, user is also on company network.

I think it may be well be a spyware problem because the user is also receiving pop ups.

I think you need kill this process in Task Manager or/and scanning system Ad-aware or SpyBot S&D.

To the point, bad istvc.exe - symptom of msblast (or derivative) activity. Scan of antivirus.
