OneNote 2003 Icon on Taskbar - Open Previous Sidenote

Does someone know how to make the default action of OneNote Icon to open the previous sidenote and not a new sidenote.

I want the Onenote icon to behave as such because I usually use my sidenote for writing down lists but when making a list I usually add stuffs on an irregular pattern - adding an item or two at a time. And it's kind of frustrating that clicking on the onenote tray icon would pop up a new sidenote thus I would have to either select back to go to the previous page or to delete the new page .

It would really be helpful if someone can tell me where or how can I make the OneNote behave as such. I've searched the option and couldn't find a way.

Please help?
