Outlook 2003:

When trying to enable the downloaded backup addin. through, tools/options/advanced options/com addins. The backup addin is displayed with a box for a check mark. when I check this box and choose apply and ok out, when going directly back in it is not checked. Nothing I do will make this box stay checked. So, the user still does not have this option. I have uninstalle dthe addin and reinstalled it several times. no luck. I have registered the outbak.dll file, no luck... Has anyone experianced the same issue, if so does anyone have a fix? Thank you for taking the time to help.

Problem solved. The problem was in the Outlook 2003 install. Thanks anyway...
