Disk boot 98 - FDD

i create FDD windows 98 SE and then make imag type img for CDShell.

In CDShell.INI i write this line :

memdisk /FDD/boot98.img

when i select the windows 98 boot dist on menu, it start but give me this message :

Loading boot sectoor... booting...

Disk I/O error

REplace the disk, and then process any key

What the probem???
