Using Watermarks in Templates

As part of our systems quality process I want to implement a watermark of 'Draft Only' to all merged .rtf templates. When the users get to a stage in the system when they are authorised to send correspondence, this would be removed from the document.

Also if possible, this watermark would be locked until something like a hidden field is populated with a specific value, where by the watermark is removed.
