creation of dial up networking ICON failed ?

whenever i want to create a dial up networking connection icon, it failed.

what the matter

my memory is 512 MB

Hard Disk is 20 GB free

shall i reformat my PC

I would re do my network stuff from add remoce components if that faild do a windows repair from the cd. Check your hd space 1st and also scan for spyware and viruses.
