Wierd issue with installer

I'm trying to install PSP 7.0. (paint Shop pro)

I'm Running w2k fully updated

I keep getting this error that the windows installer service cannot be reached.

I go to services and it's set to Manual and it's currently stopped.

I try to restart the service and it says it's already running.

I reinstall the installer and restart anyway and get the same crap all over again.

What's the deal?

Do i need a different version of the MSI file for PSP7 or something?

I really want to get this prog installed and running.

ADOBE PS is foreign to me, + I don't own a copy of it. Please help!
