sysprep help

I created a sysprep.inf file in my c:\sysprep directory and ran sysprep. Cloned the disk and bootup the machine. I seleced fully automated installation, when the mini-install is run I still have to accept the EULA and enter the product key which is a VLK key. I thought it will be fully automated. Can someone point me to the right direction?

The machine does not have a floppy disk.
