afaik mIRC doesn't need an install, just copy the contents of your mIRC installation dir onto your cd/dvd and place it in $OEM$ Progs. Then all you need to do is execute 1 or 2 reg files through WPI with your user name and license and your set to go.

Yes, i think the best way is to do a SFX with winrar.

I done a msi installation file months ago with the 6.12 version of mirc. If you like it i can update to mIRC 6.16 and send you the installer.

This msi creates icons in Desktop, Start menu and is lauched silently with the /quiet switch.
