Outlook 2002 Auto-Reply problem?

I have been playing with outlook's Rule Wizard mostly to setup a bunch of automatic reply rules. The problem I had is only ONE reply per address is sent, no matter how many times someone sends to me, and no matter how many auto-reply rules apply. To auto-reply a second time to the same address, Outlook has to be exited and restarted.

Just wondering why Outlook has this restriction? Does Outlook 2003 behave the same? Is there a way to get around?
