Theme file from dll file

I downloaded a theme, but it only came with a .dll file. How can I make a .msstyles file from the .dll? Or even a .theme or Windowblinds file will do.

i have come across a few that have to be renamed after downloading to the visualstyles from the dll, might try that, otherwise it could program specific, where did u download it from?...........
