Batch Scripting Help... (please?)

I need to rename several files from '#### Name with spaces.mp3' to just 'Name with spaces.mp3' on a machine that I can not run unapproved .exe files. Lacking both perl and python, I need to resort to DOS batch files. I'm running on WinXP.

If you know of a site that gives details on DOS regular expressions and batch scripting, that would also be very helpful.
