bandwidth throttling?

I would like to know if there is a way that i can achieve throttling bandwidth of internet usage for my clients on a small 3 client network. I am using small business server 2003. I am an inexperienced administrator, so please bear with me.

i was wondering if there might be a downloadable mmc snap-in or something that could make this work.

I think that you can use a a program called Shinra/Nimbus
