Permissions Problem with $OEM$\$1

Just wondering if anyone else is having the same problem as me.

Under the $OEM$\$1 dir I have an empty dir called TEMP and also a DIR called FAX.

I set my enviro variables via reg file so that the path is C:\Temp for user and system.

I have my faxes redirected to this directory C:\FAX

Both directories are created during build.

After I logon I get errors in the Eventlog that FAX service cannot access C:\Fax and if I try to install something I get errors about unable to decompress file %temp%

The bizarre part is that Administrators and System have FC on the directories. I have also added Everyone FC it still does not work.

I am lost any help appreciated.
