I'm not sure about the switch. I make it that way - import reg file with something like this:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\SOFTWARE\Opera Software]

"Plugin Path"="C:\\Program Files\\Opera\\Program\\Plugins"

"Last Directory3"="C:\\Program Files\\Opera"

"Create Startmenu icons"="1"

"Last CommandLine v2"="C:\\Program Files\\Opera\\Opera.exe C:\\Program Files\\Opera\\Opera.exe\" "

Check it )

Opera uses the directory specified and installs smoothly where you choose it to )
