when i disable "internet information services" what means - according to my tutorial a small ftp/http server; will i still be able to set up an ftp server with non windows programs?

Yes, IIS is a HTTP/FTP server included in Windows (not installed by default), if you chose not to use it/remove it, you will still be able to use a 3rd-party program to run your server.
