phpnuke garbage all over pages

i am running a small test server. i installed apache 2, php 4.3.9, and mysql 4.0.21. all running on windows box. i have confirmed that each one of these work.

for some reason i am getting garbage all over the page! can anyone help me? the page is at http://loth.no-ip.info

any help would be appreciated!

well i discovered that running php nuke on a windows box doesn't work all that well. once i put it on a linux box, everything was smooth.
