Unable to Stop Welcome Pages from Unattended Setup

i'm quiet new to this and i am running into a small problem. i have built an unattended xpsp2 setup cd, added hotfixes, drivers, apps etc, but i cannot get the unattended setup to stop displaying the following screens:

welcome to windows

enable automatic updates

create a user

register with microsft

i've checked my winnt.sif file, and checked it against the ref.chm and online and everything looks correct, but these pages still show. i think that maybe some of my file is being skipped

i've attached the file below. any help muchly appreciated

one other thing, i dont create any other users except the admin account.. does this matter?
