this is the method i tried...

Instead of using

/Q:A /R:N /C:"setup_wm.exe /DisallowSystemRestore /Q:A /R:N"" /f
try using
/q:A /c:\"setup_wm.exe /Q /R:N /DisallowSystemRestore\"" /f
