IE/Explorer taskbar problems

Having a problem getting my taskbars in IE & Explorer to configure the way I want them to. The taskbar positions are fine, just as I want, but it comes up with large icons/selective text when I want small icons with no text. As well, the taskbars aren't locked.

I have tried copying the settings from my current install but nothing has worked, any suggestions?
