Can't Add New Users

why can't i add new users when using CONTROL USERPASSWORDS2??? its locked. im using the admin. i have to manually do the adding by the user management add individual type of membership which is bery tiring. how was it locked?

that is what i did and there is the problem. the accounts are locked.
