Error Loading C:\Documents error from svcpack.inf

During the the install process (loading hotfixes from svcpack.inf listing) I receive an error message stating:

"Error Loading C:\ Documents. The specified module could not be found."

For the life of me, I can't find the problem. Sounds like it can't find one of the updates, but I've compared the listings against the files in the "Update" folder and they are in sync. Below is my svcpack.inf config in the event it might help.
