unattended behavior

I been running the unnattended XP setup on 10 system. Each system I run it on it seems to skip or not install different items each time. Like if I run it once, it will not install Photoshop. If I run it again, it installs Photoshop but skips Norton AntiVirus. If I try it again, it installs everything but does not copy files. Does anyone know what is going on. I have about 40 progs running in RunOnceEx. I tried adding sleep commands, but it does nothing.
