Server 2k3 keeps losing purchased licenses

Every time I reboot my 2k3 server the Licensing service loses all of its "Purchased Licenses" and then my logs start filling with Error 202 events for unlicensed usage.

I am actually interested in using this Licensing service to try to figure out if we need to buy more CALs so I would like for it to work.

Any way to get it to keep the licenses I add?
