Creation of User Fails in Cmdlines.txt

hopefully someone can help me out ........

I have a front end that allows users to enter in a user name and password, that push it to a batch file that runs the net user add command

During cmdlines.txt I run net user test P4ssword /add - and here is the error message

The user was successfully created but could not be added to the users local group

more help is availabe by typing net helpmsg 3774

When I try to run the net localgroup I get this error message:

System derror 1312 has occurred

I wonder if some service has not started I tried workstation, and that is started, and I have tried netlogon, but that failed.
