Windowns ME passwoord cancel crap

Ok, I have th dualboot Me/XP and I'm trying to put on a password on my computer with the administration password thing. But the problem is that when it boots and when it asks for a password i can just hit CANCEL!!! I've had this before, this is a real lame bug. I used to have a prog for it but i think I lost it

Any help/suggestions are appreciated.
