modify default power options

looking for insight, for modifying default settings for a domain member, xp box. I log on as limited user and power options are defaulted. home/office

cant change them. no ACL's they are different for each domain profile/ user I log on as. shift/right click, modifys the Administrators power options, not the current users

I have muddled with the hkey\.default\powercfg keys to no avail., including adding local user permissions in regedt32
