change caption buttons size to windows 7 sizes?

i have a nice aero theme on my computer with windows 10. the caption buttons are a bit wonky in some apps, but i assumed it was just a problem with the theme. i want chrome to obey my windows 7 theme, so i tried running chrome in compatibility mode set to windows 7. it obeys my theme, and more. the button sizes are exactly like they were in windows 7 perfectly replicating it with no problems.

here's chrome with the windows 7 theme:

and here's every other app in maximized:

the title bars are off in every other app except chrome, since chrome uses custom sizes. can i force every other app to use these sizes without them breaking in maximized mode?
