Desktop Frames?

Can anyboby help with this.

I have created an IE deskaid and would like to be able to get it to target a lefthand frame when opened,allowing the right hand frame to remain as my desktop.

eg.if i open another application from my desktop,i want it to target the right hand desk top frame an therefore my help page would always be visible ,and my desktop icons would shuffle over to the right hand frame.

probably asking alot ,but would be really helpful if possible
