W7 update function disabled, can't get it working

I'm trying to update my wife's W7 SP1 machine for OS updates and security flaws. I go to Control Panel, click Windows Update, get the update settings status window (red icon - we have set to notify but let me decide what to download), hit the Check for Updates button, and the system tells me that it can't check because the service is stopped. I go to Services in Task Manager, it says "running". I restart system, same behavior. I am stuck in a loop here, can't figure out what to try next. Any suggestions for a fix? This is a Dell XPS 8300, W7 Pro, Norton 360, using Firefox for browser usually.

@monkeyk Run the Diagnose Windows Update utility. You may also want to switch away from Norton. Years ago it was notorious for breaking Windows Update. It's gotten better over the years. If you don't have Malwarebytes I'd strongly recommend getting it.
