win2k3 licensing

hello everyone

i have installed win2k3 enterprise VLK {msdn edition} and it seems that the license services is diabled and when i start it manualy enter number of licenses and reboot,the licenses are gone {naturaly i have changed it state to automatic}/

if anyone has a clue,please answer.
