Move Windows 7 x64 200MB "System Partition" to USB Drive

MSFNers,

I'd like to move the 200MB "System Partition" to a USB drive that I need to plug in to the computer to boot into the main C: partition thereafter.

I have BitLocker enabled on this offline computer which poses a complication I assume...

Is there a way to move the system partition to a USB drive that Windows needs in order to prompt for the BitLocker encryption password at boot, then do a hand off to the main C: to continue booting?
