Changing the status bar color? Theme or setting?

I'm not entirely sure if this called a status bar, but please reference the picture attached to see what I want changed. I had to recently reinstall windows and have been trying to get my old setup back together. I noticed that this was off.

bar_color.png is what it looks like right now.

clover_and_chrome.png is what it used to look like.

Is it possible to just remove that bar entirely or change the color without modifying the theme directly?
