CAn we install .theme file's theme in windows xp?

Sure but for third party .theme files you need to patch a system file. nLite can do it before installation. For after installation there's UXTheme Multi-Patcher | Windows X's Live.

A word of caution when patching, pay careful attention to what the patcher is trying to do to your computer. ;)
