Every MSI-File has the same options for silent install.

Get the latest version of Shockwave as MSI from here: http://fpdownload.macromedia.com/get/shockwave/default/english/win95nt/latest/sw_lic_full_installer.msi

Try

msiexec /i sw_lic_full_installer.msi /qb /norestart

For more details and possible switches go to your "run-Dialog" with Win+R, type msiexec /? and press Enter
