VPN, Terminal Services, Active Directory

Hi,

The previous IT Administrator implemented a configuration in Server (WIN2K8) without active directory. They install and configure ERP software in Terminal Services as RemoteApp, and install in LOCAL users, which is our sales, accounts, managers.. within office only. We have a branch somewhere else in other country which they want to connect remote access to our ERP and print the reports. Question is, do I need to redesign the structure of orgnization and make active directory? Instead of workgroup? Do I need VPN to remotely connected to ERP? Please advice me.
