best for low memory usage in vmware

I need to run a bunch of virutal machines in vmware and wanted to build a custom image to do so.

Can anyone tell me what would be the best OS out of windows 7 or server 2008 and also what to use to make the image.

Im looking to use ie and .netframework 3.5 so the windows 7 thin client wont work (unless theres a fix).

Basically I want to get the vm with the lowest ram usage possible, hdd space doesnt matter
