add folder?

I want to add a custom folder in "system32" and want to put some of my file in this folder using "txtsetup.sif". Can any one please tell me that how can i do this???

goto System32 folder, right click in some empty space, or over a dll, and right-click>make new folder

then rename it to waht you want
