GPO only applied when use TS?

I installed a Windows 2003 server with AD and TS, and created policies for different groups of OR, but only when I log in Ts is that users are with the policies applied. If I connect to the server via RDC I have the GPO applied, but if I login as domain user, the computer takes longer to start and the error appears in the events that is attached in the picture.

Technically 1503 is an informational event, but yes, you still want some data. You can find information on how to enable debugging in userenv here, from Microsoft. That would be the place you'd want to start to figure out the "why" behind that 1503 for starters.
