Server 2003 Performance Monitoring and Alerts

I am managing a Windows SBS 2003 and have not been able to get the monitoring and alerts to work on the machine. I have started and restarted, removed and installed the feature several times, however after setup is successful the feature does not run at all and asks to restart the service as well as reinstall or restart the server. Any thoughts?
