constant reboots after sysprep

Hi

I have created a universal image but it keeps rebooting , i have changed all the options in the bios to ATA. If i go to last good config i get the following message :

missing \windows\system32\config\system .....

I have th following settings :

Using Dell Hardware (Optiplex 520-780)

VM setup with 2 processors

HAL is set to mutliprocessor

then i have the following :

OemSkipEula=Yes

InstallFilesPath=C:\source\i386

DriverSigningPolicy=Ignore

UpdateInstalledDrivers=Yes

NonDriverSigningPolicy=Ignore

UpdateUPHAL="ACPIAPIC_UP,%windir%\inf\hal.inf"

TargetPath=\WINDOWS

Please can someone tell me how to fix
