To Disable AutoRun for all drives in Win 7 Starter that comes without gpedit.msc:

HKEY_CURRENT_USER->Software->Microsoft->Windows->CurrentVersion->Policies

(1) Add new Key "Explorer"

(2) Add new DWORD "NoDriveTypeAutoRun" and set to b5

This should disable Autorun for all drives.
