Automatic creation of accounts in windows 2003 domain

In the school where he worked, there was a tool that automatically created accounts for students and teachers, wrote in a excel sheet and program matter.

I now work for a company and tried the tool and not found, do not know if it's intended for education. Anyway there is a tool to do the same, ie in order to create accounts and assign it detrmine policies automatically to a designated group without having to make one to one?
