Getting new wallpaper choice via registry import to take

I am setting up Default User profile settings when performing an unattended build of Win 7. I import the registry key while logged in as the local administrator (that will be used with copyprofile later) and import the following key

[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\General]
"WallpaperSource"="C:\\Windows\\Web\\Wallpaper\\Architecture\\img17.jpg"

The strangest thing is that after that occurs I can logoff, reboot, etc. and it won't change the wallpaper. If I go into the desktop settings I see that new wallpaper selected but it's not reflected on the desktop. Has anyone seen this and have a solution?

To make the change in your Default User Profile, you could try this method.

If you mount your WIM with DISM, you can make the change permanent and not need to run a script at all.
