"access is denied" when creating a directory hard link

Using windows 7 rtm. I tried this command in cmd-

mklink /D /H e:\13 e:\13B.2009.1.CD.PDVD.Rip.Team.IcTv

this gives the error "access is denied" ??

cmd is opened as administrator . whats up?
