Windows 2003 R2 r2brand.dll - where does it come from?

I'm trying to alter the login window by reshacking r2brand.dll

so far so good

Now I want to put my modified dll in the R2 install disk, but I can't find it anywhere. It's not in any CAB file, it's not compressed as a DL_

It's as though it appears by magic!

Anyone know where it comes from?
