Well, you should be able to do an upgrade install using the Vista media - that will "upgrade" Windows and keep your settings and (most) programs.

Did you try to upgrade from within Windows itself? Also, is this a retail disc or is it a disc from the computer manufacturer?

I tried from inside win and i booted from the dvd.This is a Reinstallation Disk from Dell.And i cant reinstall 7(i deleted it from my pc a couple of months ago cuz i was getting ready for the RC) on an different partition since the partitioner in vista is stupid and keeps saying "Access is Denied." I can only get 7gb out of the free space.I have like over 300gb free on my main partition.Help me!!!

You need to acquire a *real* install CD. That DVD from Dell can only be used for regular installs, and not for upgrades. That is why it does not work.
