Disable Network Discovery & File Sharing Information Bar?

I would like to disable what you see in the screenshot below, but I cannot find any registry key or GPO to do so.

The "Information Bar" pops up every time this window is opened and is rather annoying as it shifts all the contents down.

I have Network Discovery enabled, but do not want File Sharing enabled.

Any ideas? Using Windows 7 RC...
